• Adopts acts for the Department 
• Has autonomous spending power as well as organising human resources within the Department
• Acts as a minutes secretary for different Departmental Bodies
• Runs administrative processes as well as accounting for the Department: purchases, missions, comparative evaluation procedures
• Defines measures to prevent and contrast corruption
